The Community Reinvestment Act seeks to ensure that banks and savings associations are meeting the credit needs and development of their entire community, including low- and moderate-income individuals and areas.  Generally, institutions are evaluated based on asset size, with the “medium” sized institutions being referred to as “intermediate small banks” (ISBs).

CRA: Intermediate Small Banks (ISBs) provides a 3-hour in-depth review of the current CRA rules as they pertain to ISBs and a brief overview of the revised regulations, currently effective January 1, 2026.

During the seminar, we will discuss the following topics:

  • Activities that qualify for CRA “credit”
  • Community development test
  • Small bank lending test
  • Assessment area delineation
  • Importance of performance context
  • Record keeping, including the “CRA LAR”
  • Transitioning from a small bank to an ISB, or from an ISB to a large bank
  • Overview of the new regulations
